Inisiatif kerajaan kepada usahawan dan penyelidik bagi membiayai projek-projek penyelidikan dalam bidang keutamaan dan keperluan strategik yang telah dikenal pasti (teknologi baru, proses, produk) dengan jangkaan bahawa hasil penyelidikan akan dapat menyelesaikan isu nasional dan mengenal pasti penyelesaian jangka masa panjang.
